Urgency is a subjective perception fueled by external pressure, anxiety or other people's requests. Unlike a deadline, which is an objective and verifiable time variable, urgency does not require a real date: a client's request or an unwritten expectation is enough to create it. Unverified urgency is the main cause of an artificially inflated quadrant 1.
